+ The Congress Government will take all sorts of measures for a permanent solution to the inter-State boundary disputes with the neighbouring states through mutual discussions.
+ As the inter-State boundary dispute is a sensitive issue, the issue has reached the Supreme Court. Therefore, the Congress party will honour the verdict of the Supreme Court.
+ The people living in all the villages along the inter-State and international boundaries will be provided with all kinds of security.
+ Border security will be beefed up so that nobody can encroach upon the land of Assam along the inter-State boundaries.
+ Besides beefing up the border security in the international borders such as Indo-Bangladesh border, Indo-Bhutan border, road-bridges, culverts, school buildings, hospitals, drinking water schemes and electricity supply along the international border areas will be ensured.


The community of tea labourers and ex-tea labourers engaged with the world famous tea industry of Assam is a major community among the population of Assam. The contribution of the tea and ex-tea community to the socio-economic development of the State cannot be denied. The Congress party most sincerely believes that the development of Assam is not possible without the development of the tea community. Therefore, the Congress party has been giving preference to the welfare of the tea community since the beginning of the rule of the Congress party Government in Assam.
Through the Panchayati Raj system massive steps have been taken up to eradicate poverty from the tea and ex-tea community by implementing schemes like Indira Awas Yojana, Job Card distribution through Mahatma Gandhi NREGA scheme, Swarna Jayanti Gram Rojgar Yojana, Kalpataru, Randhanjyoti, Annapurna, Antodaya, Mukhyamantrir Anna Suraksha Yojana, etc. Besides these, yarn, blanket, mosquito nets, GI sheets, old age pension, Baideo, Nabou, etc. schemes are being implemented.


+ Wages of tea garden workers will be increased from the existing rate.
+ In order to eradicate poverty from the tea and ex-tea community-dominated areas, more people will covered by increasing the number of beneficiaries under various welfare schemes. A one-time assistance of Rs. 10,000 would be provided to small entrepreneurs like blacksmiths, bell-metal workers and artisans.
+ Those who have not received land pattas of Government and ceiling Government lands under the possession of the tea and ex-tea community since long will be provided with pattas.
+ Besides giving preferences in appointment to the children of tea community in the tea gardens according to their educational qualifications, their appointment in other Government departments, institutions will also be ensured.
