RULE OF LAW IS THE PRIMARY RESPONSIBILITY

Maintenance of rule of law is the primary responsibility of any Government. Moreover, an atmosphere of peace and harmony is an essential prerequisite for rapid economic development. The law and order machinery has to be sensitive to primary security related issues that concern most of us. We promise to tackle problems of insurgency, armed rebellion and terrorism in the most effective and firm manner.
The economic turnaround would not have been possible in the state without significant improvement in the law and order situation. When Congress came to power in May 2001, the State was in turmoil due to violence perpetrated by various extremists groups like the ULFA, NDFB, UPDS, DHD and Adivasi militant groups. The development work had come to a standstill while an atmosphere of terror was gripping the State. As soon as the Congress Government took charge under Shri Tarun Gogoi, it immediately revived the Unified Command Structure. A four pronged four-pronged strategy was adopted to deal with insurgency which are :
a. Relentless counter-insurgency operation against all active insurgent groups;
b. Sustained efforts to persuade the disillusioned extremists to lay down arms and join the mainstream;
c. Peace initiative and dialogue with the militant groups willing to sit for negotiations; and
d. Accelerating the pace of development with focus on employment generation and poverty alleviation.
The counter-insurgency strategy that was put into practice in the state since 2001 has resulted in neutralising a large number of hardcore militants and compelling the disillusioned militants to join the mainstream. Peace initiative undertaken by Congress Government resulted in the signing of an MoU with the Bodoland Liberation Tigers (BLT) in February 2003 and agreement on suspension of operations against a number of other outfits like UPDS, DHD (Dilip Nunisa faction), DHD (Jewel Garlosa faction), Adivasi Cobra Military of Assam, Birsa Commando Force and NDFB (Dhiren Boro group) and KNLF. Two other militant groups – Bengali Tiger Force (BTF) and United Liberation Front of Barak Valley (ULFBV) surrendered en masse with arms and ammunition.
The sustained counter-insurgency operations have been successful in bringing down militant activities in the State. The level of militancy-related violence has come down considerably while there has been a sharp decline in civilians deaths in the State. The year 2010 witnessed killing of 56 civilians in the State by militants which was the lowest number of civilians falling prey to militants in a year during the last 15 years.
Our Government has sincerely implemented the surrender-cum-rehabilitation scheme of NE militants as declared by the Government of India due to which the misguided youth have been inclined to return to the mainstream and find a suitable vocation to lead a normal life.
The most significant achievement of Congress Government during the last 10 years is to restore peace and normalcy in the State which, in turn, has created a conducive atmosphere for rapid economic development.
